Biography

Gwyneth Borden lives in Bernal Heights where she is a daily BART and Muni rider, taking the Mission bus lines to the 24th Street BART Station.  Gwyneth has worked in the public, private and nonprofit sectors, currently leading the Golden Gate Restaurant Association (GGRA). Prior to GGRA, Gwyneth was the Manager of Corporate Citizen & Corporate Affairs for IBM covering the Western United States working on issues ranging from Smarter Cities to corporate social responsibility.  During Gwyneth's time at IBM, she was part of their top talent program, participating in their Leadership Development Program for Marketing, Communications, and Citizenship professionals.  

In addition to leading GGRA, Gwyneth serves on the Board of the Directors of the San Francisco Municipal Transportation Agency, which is appointed. She has served in a variety of civic roles including the San Francisco Planning Commission, the Mayor’s 2030 Transportation Task Force, and the Expenditure Plan Advisory Committee that authored the half-cent sales tax (Prop K from 2003) for transportation which today funds the San Francisco’s transportation projects.

Gwyneth has a longstanding background in understanding how government works, starting her career on Capitol Hill working for Senator Barbara Boxer and she has worked in local government, formerly an aide to Gavin Newsom when he was on the Board of Supervisors.  She has always been an active volunteer having served on the boards of organizations ranging from the Bayview Hunter's Point YMCA, to San Francisco Planning and Urban Research Association (SPUR), to the American Red Cross Bay Area Chapter.  Gwyneth has won numerous recognitions for her volunteer service as well as business leadership, including being named an Influential Woman in Bay Area Business for the last three years.  Other awards have included Volunteer of the Year, Bayview Hunter's Point YMCA, Young Nonprofit Leader of the Year, Young Nonprofit Professionals Network, Ella Hill Hutch Leadership Award, Black Women Organized for Political Action, and Industry Leader, Professional Business Women of California.  

A graduate of Dickinson College with a degree in policy studies, Gwyneth has participated in professional leadership programs such as Leadership California and The Aspen Institute's Aspen Seminar.

Do you have a strategy to encourage bicyclists to use BART? If so, please describe in detail.
Answer from Gwyneth Juanita Borden:

With the new BART trains, I'd like to see if there could be a dedicated car for bicycles.  I also believe we have to examine whether the streetscape around BART stations makes it easy to bike to the stations and work to have necessary safety improvements installed where they're lacking; this will likely require partnerships with local jurisdictions.  I also think BART needs more bicycle parking and storage facilities and would advocate for those.  

News outlets have reported that many of BART's surveillance cameras don't work. What steps will you take to ensure that video cameras are functional throughout the system? In your answer please specifically indicate when the cameras will be fully functional. 
Answer from Gwyneth Juanita Borden:

I will work to ensure surveillance cameras are installed and work.  One of the key issues at most of the San Francisco stations is the closed restrooms, which unfortunately mean those without a restroom option use our elevators and escalators.  The restrooms were closed due to security concerns, if I am elected, I will work to put in place an action plan to get at least the promised cameras installed in the next 6 months, and other needed ones within the year.  It's unclear whether a RFP process has already taken place for this project, so depending on whether the scoping of requirements as well as the bidding and selection process, has happened will determine the speed.
