I've worked for the Assessor's office for over 34 years, starting as an entry-level clerk and gaining experience in every aspect of the department.  I graduated with honors from Butte College where I received my Associates Degree in Business Administration while working full time in the department.  I received my Appraiser Certificate in August of 1990 and my Advanced Appraiser Certificate in March of 1995.  During my tenure as the Assessor, I've created a succession plan and am currently preparing the future leaders of the office for their roles.  I was able to pass three resolutions: One to increase the amount of the low value ordinance to $5,000 on escape assessments, eliminating bills under $50.  I also made it possible for Disabled Veterans to receive corrected bills for up to eight years without having to petition the Board of Supervisors.  Lastly, I was able to provide calamity relief to the taxpayers affected by the recent fires without a filed claim form.

The basic function of the Assessor is to plan, direct and administer the operations of the County Assessor's Office to assure proper assessment of real and personal property. The mission of the Assessor's Office is to make accurate, equitable and timely assessments of property in order to produce the supplemental assessment and annual assessment rolls, and perform the work in a professional, reliable and cost effective manner.

An assessor requires more than just the skills of an administrator. The job requires a knowledge of economics, law, accounting, real estate and appraisal specific to the assessment environment. Property tax laws are continually changing, so an understanding of those laws is imperative to determine the impact to staff, budgets, and the citizens. 

I started my career in the Assessor's Office as an entry-level clerk in 1983. I received my Appraiser's Certificate in 1990 and my Advanced Appraiser's Certificate in 1995. Through my varied experience in nearly every aspect of the department, I have been preparing myself for this position for nearly 35 years. It would be an honor to receive your vote to continue to serve for another term.

With over 20 years of leadership experience in both the public and private sectors, I have been successfully applying the principles of effective government management since first elected to City Council – returning $4 million to the General Fund in my first term in office.  For the past 15 years, I have owned and operated a financial planning and real estate brokerage firm, founded a successful real estate investment and development firm, and teach real estate at the University.

 

 

 

My wife and I are raising our two boys where we have lived for the past 24 years in Butte County.  I graduated with distinction with degrees in Public Administration, Finance, Economics, and have a current Assessment Appeals Board certificate from the State Board of Equalization.  I am dedicated to public service – proven accessible and accountable – and will be honored to have your trust and vote on June 5th.
