This measure proposes to limit the number of terms a member of the governing board of the Orange Unified School District may serve to three terms.  The term limits shall be lifetime term limits and the member of the governing board may not return to office after serving the maximum terms.

Presently, the Board of Education of the Orange Unified School District consists of seven members. Each Board member has a term of four years and, currently, there are no limits on the number of terms a Board member may serve.  This measure would restrict any member from serving more than three terms on the governing board of the Orange Unified School District consisting of four years each.

California Education Code section 35107 allows the governing board of a school district to submit a proposal to limit the number of terms a member of its governing board can serve to voters for approval. If approved by a majority of voters voting on the measure, the measure would only apply prospectively.

Presently, the Board of Education of the Orange Unified School District consists of seven members. Each Board member has a term of four years and, currently, there are no limits on the number of terms a Board member may serve.

This measure was placed on the ballot by the Board of Education for the Orange Unified School District. The measure would restrict any member from serving more than three terms on the Board of Education consisting of four years each whether served consecutively or nonconsecutively. Members that have served the lifetime three term maximum allowed under this measure would not be able to serve on the Board of Education again.

If the majority of the voters within the Orange Unified School District voting on the proposal vote “yes,” members of the Board of Education would be subject to a lifetime term limit of three terms consisting of four years each whether served consecutively or nonconsecutively. A “no” vote on this measure will disapprove the proposal and no term limits will be established

Education Code Section 35107(c) states that the governing board of a school district may adopt a proposal to limit the number of terms a member of the governing board of the school district may serve on the governing board of the school district.  Any proposal to limit the number of terms a member of the governing board of the school district may serve on the governing board of the school district shall apply prospectively only and shall not become operative unless it is submitted to the electors of the school district at a regularly scheduled election and a majority of the votes cast on the question favor the adoption of the proposal.

On March 10, 2016, the Orange Unified School District Board of Education adopted Resolution No. 16-15-16 proposing that term limits be implemented, dependent upon approval by the voters of the District.  The terms of service will be limited to three four-year terms and once a trustee has served their terms, that trustee will not be permitted to serve again at a future time.  Such measures will ensure that additional community members have an opportunity to serve on the governing board.
