Biografía

Jennifer attended public school growing up and graduated from the University of California at Riverside with a degree in Political Science with a focus on constitutional law. In 1993, she graduated from the University of the Pacific, McGeorge School of Law.

Jennifer has devoted her 23-year legal career entirely to public service. She is currently an administrative law judge for the City and County of San Francisco, handling cases involving the public benefits of indigent adults.

She worked in the San Francisco City Attorney’s office from 1999 through 2011, first as trial counsel handing child abuse and neglect matters then as General Counsel to the San Francisco Human Services Agency. She also advised the Human Services Commission on matters including but not limited to Brown Act requirements. She drafted legislation for the San Francisco Board of Supervisors and other city departments that impacted the most vulnerable populations in San Francisco.

 

In 1996, she argued before the California Supreme Court and won a case that to this day grants juvenile court judges across the state the authority to condition visitation orders for an abusive parent on the perpetrator’s participation in individual therapy to minimize further abuse to the child (In re Chantal S. (1996) 13 Cal.4th 196). She has argued before California Courts of Appeal on many occasions and has numerous published court decisions.

 

Since 2007, she has been a contributing author to the annual legal publication of “Seiser and Kumli on California Juvenile Courts, Practice and Procedure.”
