Biografía

I am a 31 year resident of Placentia, married, with three grown children who attended PYLUSD schools graduating from El Dorado High School.

I am a retired aerospace engineering manager with over 30 years of program management experience administering budgets in excess of $50 million, generating strategic plans, performing financial forecasting, and conducting internal financial audits. 

I hold a Bachelors Degree in Electrical Engineering from Washington University, a Masters in Electrical Engineering from USC, and a Masters in Business and Public Management from Rice University. 

I have served as Chair of Placentia’s Fiscal Sustainability Task Force for almost two years.  The task force established the City’s first-ever 10 year general fund forecast, assisted in the preparation of two annual budgets with operating fund surpluses, and made recommendations that led to savings of over $258,000.

Placentia has made progress towards fiscal sustainability, but challenges remain.  I pledge to bring a conservative approach to managing Placentia’s finances to maintain the present level of city services.  I will also continue efforts started by the citizen’s task force to identify sustainable savings to reinstate currently deferred city infrastructure maintenance as well as provide adequate cash reserves.

I feel strongly that Placentia is best served by five INDEPENDENT city council members. Slate politics and guaranteed council majorities in Placentia's past have led to council discussions and decisions that were based upon the selective release of information favoring only one side of an issue. I believe in making sure that both the pros and the cons of an issue are disclosed and discussed.

My overriding political philosophy is the source of government power must always be kept in the hands of the people. I do not favor any actions or proposals that would make it more difficult for the citizens to express their opinions through the ballot box.

In addition, I believe strongly that council members must be proactive in reaching out to communicate with the community and its volunteers. For that reason I am proposing each city council member support two city committees or commissions by attending each meeting of the councilmember's chosen group. This policy would allow councilmembers to hear directly the concerns of the city volunteers that serve on those committees. With this policy every city volunteer group would in turn have a direct communication path to council and councilmembers would not rely upon city staff for civic opinion input.

I believe that city council must actively manage city spending and provide policy direction, not leaving that responsibility to city staff. For this reason I am proposing a reduction in the city manager's signature authority to $10,000.
