Measure AJ Advisory Question - Majority Approval Required

County Counsel

  The Elections Code provides that a County may seek an advisory measure to allow the voters to voice their approval or disapproval of a ballot proposal.  This ballot measure seeks voter approval for spending the general tax dollars that would be generated if the voters approve Measure AI, as proposed by the Board of Supervisors.  Measure AI is a general tax and would apply only to the unincorporated areas of the County.

  If the voters approve Measure AJ, it would serve to advise the Board of Supervisors that the voters want a majority of the revenue generated by the Cannabis Business Tax, Measure AI, for enforcement of marijuana regulations, enhanced mental health services, repair of county roads, and increased fire and emergency services.

  This is an advisory vote only.  The results of this advisory vote will in no manner be controlling of the Board of Supervisors.

  This measure was placed on the ballot by the Board of Supervisors.

  This measure must be adopted by a majority of the voters.

  A YES vote will be a vote in favor of spending the funds raised by Measure AI as stated above.

  A NO vote will be a vote against spending the funds raised by Measure AI as stated above.

Argumento A FAVOR

Measure AJ is your opportunity to tell the Board of Supervisors how you want the proceeds from Measure AI, the “Marijuana Tax”, to be spent.

The “Marijuana Tax” is a business tax that will be paid only by marijuana businesses in the unincorporated areas of Mendocino County.  The “Marijuana Tax” is a general tax and can be spent for general county government purposes.

Measure AJ asks the voters if they want a majority of revenue from the “Marijuana Tax” to be spent for the following services:

MARIJUANA ENFORCEMENT:  We are all familiar with the environmental and community impacts of unregulated marijuana cultivation.  New standards are now being set at the state and local level to regulate marijuana.  But additional funds are needed to regulated legal growers and arrest and prosecute illegal growers who trespass on public and private land or who pollute or divert our critical water resources.

MENTAL HEALTH:  Mental Health services are a critical need.  The County may soon have money to develop facilities but additional funding is needed for staffing and operations.  Chronic marijuana use can cause permanent harm in children and can be a trigger for mental illness.

COUNTY ROAD REPAIR:  Without additional funding our County roads will continue to wear out faster than they can be repaired.  Rural County roads take a beating from the heavy trucks that deliver soil and water to marijuana cultivation sites.

FIRE AND EMERGENCY MEDICAL SERVICES:  These critical services depend on a fragile network of local departments.  Most are chronically underfunded and rely on bake sales and chicken BBQs to raise money for life saving equipment.  Increasing numbers of calls are directly related to the underground marijuana industry.

Vote “YES” on Measure AJ.  Tell this and future Boards of Supervisors to spend the “Marijuana Tax” money to pay for critical County services.
