Resumen

Orange County Registrar of Voters

Education Code section 5019 allows the governing board of a school district to initiate the process of reducing the number of seats on the governing board from seven seats to five. Any proposal to reduce the number of seats on the governing board applies prospectively and incumbents shall serve out the remainder of their terms in office. The proposal shall be presented to the electors of the district at the next regularly scheduled election and shall become operative if a majority of the votes cast on the question favor the reduction in the number of board seats.

On April 11, 2016, the Board of Education of the Brea Olinda Unified School District unanimously adopted Resolution No. #16-11 which initiated the process to reduce the number of board seats from seven to five, contingent upon the approval of the voters of the District. This restructuring of the Board will improve efficiency in the governance of the District and aide in reducing overall operating costs.

Orange County Counsel

California Education Code section 5019 authorizes a county committee on school district organization to present a measure to decrease a school district’s governing board membership for voter approval. This measure was placed on the ballot by the Orange County Committee on School District Organization. The Board of Education of the Brea Olinda Unified School District offered the proposal to the Orange County Committee on School District Organization for its consideration and placement on the ballot.

Presently, the Board of Education of the Brea Olinda Unified School District consists of seven members. If approved by a majority of voters voting on the measure, the measure would decrease the number of members on the Board of Education to five. The measure, if approved, applies prospectively. Any incumbents will be able serve out the remainder of their terms in office.

If the majority of the voters within the Brea Olinda Unified School District voting on the proposal vote “yes,” the Board of Education of the Brea Olinda Unified School District will be reduced to five members. A “no” vote on this measure will disapprove the proposal and there will be no decrease to the Board of Education’s membership.
