Análisis del analista legislativo / Proposal

The City of Montebello currently does not impose term limits for its elected officials. This Measure would create terms limits for members of the City Council, the City Treasurer and the City Clerk.

Measure T would establish a maximum of three (3) consecutive four-year terms or 12 years for members of the City Council, the City Treasurer and City Clerk. Any elected official would be allowed to run again for office if there has been a period of at least four years from the time they last served in a local elective office.

This Measure would not be applied retroactively, but would affect those whose terms of office commenced on or after the November 2018 election.

A YES vote would change the current unlimited time of holding office for all Montebello elected officials and impose a limit of three consecutive four year terms or 12 years of holding office as a City Council Member, City Treasurer or City Clerk.

A NO vote results in no change to the current rules of term limits in Montebello and would allow for an individual to serve an unlimited time in office without having to step aside from seeking or holding local elective office.

The City Council directed Measure T to be placed on the ballot at the Special Municipal Election to be held on November 7, 2017.

Respectfully submitted,

          ARNOLD M. ALVAREZ-GLASMAN

Published Arguments — Arguments for and against the ballot measure

Argumento A FAVOR

The State of California, the County of Los Angeles, many nearby city councils and even the Office of the President of the United States, all have term limits…MONTEBELLO SHOULD HAVE TERM LIMITS TOO!

The City of Montebello needs and deserves forward thinking and fresh ideas. A YES vote on Measure T will insure that new representatives will serve on the City Council, and as City Treasurer and City Clerk, at least every 12 years (3 terms).

The voters of Montebello will still have the opportunity to elect their local officials (City Council, City Treasurer, City Clerk) every two or four years, but no person will be allowed to serve more than 12 consecutive years without sitting out at least one term – 4 years.

A YES VOTE will avoid political favoritism and cronyism. This Measure will stop having one or more career politicians from monopolizing city hall for decades and decades. Fresh ideas and new leadership will be called upon if you vote YES on Measure T. The Term Limits Initiative will protect future generations of leaders and will open City Hall to everyone, not just to a select few.

We urge you to support sensible government. VOTE YES ON MEASURE T.
