- Empleos: estabilizar nuestra economía mediante el fomento del desarrollo de nuevos empleos. Necesitamos apoyar a las pequeñas empresas, fomentar el espíritu empresarial e incentivar que nuevos negocios se establezcan en nuestra región y estado.
- Educación: quiero restaurar los fondos para la educación desde el jardín de niños hasta la preparatoria, invertir en la educación preescolar universal y aumentar el financiamiento de la educación superior para que podamos disminuir las tasas de coleg
- Seguridad pública: tenemos que garantizar que los departamentos de policía y bomberos, y todo el sistema de justicia penal, tengan los recursos necesarios para alcanzar sus objetivos de proteger y servir al público.

ssistant Majority Leader Jim Cooper proudly represents California’s 9th Assembly district, which includes the cities of Sacramento, Elk Grove, Galt, and Lodi. Cooper currently serves on several committees, including: Public Employees Retirement and Social Security Committee, Governmental Organization Committee, Insurance Committee, Privacy and Consumer Protection Committee, Budget Committee, and Budget Subcommittee No. 4 on State Administration. Cooper also serves as Chair of the Assembly Select Committee on Community Law Enforcement Relations and Responsibilities.
Assistant Majority Leader Cooper has an extensive background in law enforcement and local government.
Before joining the Assembly, Cooper served as a Captain in the Sacramento County Sheriff’s Department for 30 years and spent 14 years as Elk Grove’s founding mayor and councilmember. He established solid governing values, balanced the city’s budget, and built a city from the ground up.
Cooper has earned numerous awards, including the Bronze Star for Bravery for actions during the 1991 “Good Guys” hostage crisis. He also spent three years working as the Department’s spokesperson and spent nearly a decade working as an undercover narcotics officer and gang detective –investigating illegal activity to fight drug trafficking in Northern California.
Community service is a significant part of Assemblymember Cooper’s life. He has served on the boards of the Boys & Girls Club, Big Brothers Big Sisters, and the Sacramento Children’s Receiving Home.
Cooper grew up in Sacramento and is a graduate of the West Point Leadership Academy and FBI National Academy. He earned a Master’s degree in Organizational Leadership from Saint Mary’s College.

California has been behind in developing programs to integrate new resourses for water storage. It is imperative that new resevoirs are built to maintain a larger water storage. Desalination plants are essential to ultimately provide water to the ever growing population in California.
1. We need to reduce and/or eliminate programs that duplicate U.S. Government programs.

No, wage base should be structured by region. Many regions in California have extremely high costs of living, while others are more affordable. Offering a regional base rate, we would better serve the community with costs while offering the employee a comenserate pay scale.
Reduce the expenditure and contribution limits made by PACS.
