Portuguese Bend Landslide

Summary

the purpose of stabilizing the Portuguese Band Landslide is to preserve Palos Verdes Drive South. The loss of the road is not acceptable and would result in the separation of the eastern and western parts of the City.

I generally accept the findings of the hydro-geological investigation performed to date. That stated, I feel the key next step is to present a set of alternative landslide implementation strategies.  This is not a call for more study, but for a clear defining of alternatives that are phased, with measured results, before proceeding to the next implementation phase.  The cost and timing of each strategy will enable the City Council to determine the most suitable approach and associated risk for each alternative. A do nothing strategy should also be included and evaluated among the alternatives presented.
  This methodology provides a number of advantages: 1) a clearer understanding of costs by phase; 2) a measurement and comparison of results with stated phase expectations; 3) flexibility to modify plans based on results; 4) a risk assessment of each approach. 
 

In addition, the City will aggressively seek project funding assistance from both federal and state grants.
