My Top 3 Priorities

  • Comprehensive planning reform to preserve existing affordable housing, expand rent control, and stem the displacement of residents and small businesses from our communities
  • Implement a vacancy tax on speculative development to create more funding for homeless prevention and housing programs.
  • Advance stricter environmental building standards and implement a program to make solar panels available to lower-income property owners



Sylvie Shain is the daughter of immigrants who settled in Los Angeles in the 1950s to pursue a better life after the hardships of war. Seeking to live in a tight-knit community, Sylvie moved into the historic Villa Carlotta in Hollywood in 2008 and built a successful small business catering to commercial productions.

Sylvie was heartbroken when she witnessed developers systematically evict her neighbors to convert the affordable rent-controlled building to a fancy high-end hotel. While City Hall stood idly by, Sylvie decided to stay and fight. Sylvie set on a course empowering herself and others as she became an experienced community leader and helped found the Los Angeles Tenants Union. 

Sylvie Shain is a regular presence at city hall, testifying at hearings and challenging the political establishment on behalf of Los Angelinos facing displacement. As council member, Sylvie will continue to be a progressive champion for our communities on issues including housing, homelessness, immigration, and the environment.

Political Philosophy

As a housing rights advocate, Sylvie Shain has stopped the demolition of historical cultural monuments, developed historic preservation plans, and saved hundreds of rent-stabilized homes from conversion to luxury units. Because of Sylvie's efforts at City hall, City Council has introduced two legislative proposals to reform planning policy and amend the Los Angeles municipal code.

-More housing and services for our homeless
