Prior to opening his own business in Manhattan Beach, Mr. Montgomery was the Vice President of the Special Assets Division at a major California Bank in Los Angeles. The Special Assets Division maintained oversight for all real estate loans over $5 million in the portfolio nationwide and interacted directly with the FDIC and internal audit teams.

Upon leaving California Federal Bank, Mr. Montgomery became the principal of Evaluation Technologies, providing real estate valuation services along with Portfolio Review capabilities to Federal, State and local financial institutions.

From 2005 to 2013, Mr. Montgomery served twice as Mayor and City Council member for the City of Manhattan Beach.

As a local elected official, Mr. Montgomery was elected as President of the Independent Cities Association (elected officials from all 88 cities in Los Angeles County), Director of the Sanitation Districts #5 & #7 in Los Angeles County and served on the Los Angeles County Library Commission at the appointment of Los Angeles County Supervisor Don Knabe.


Mr. Montgomery is also a former police officer and resides in Manhattan Beach with his wife Diane.

Political Beliefs

Political Philosophy

As a business owner and Manhatttan Beach resident for almost three decades, I’m heavily invested in the future of our city and I have a proven history of helping local businesses, residents and our schools.

Manhattan Beach has seen challenges and missed opportunities over the past few years and I’m concerned about our future given the actions (or inaction) the current council has taken on a variety of issues. A few that stand out:

Mismanaged Manhattan Village Mall Renovation & Declining Sales Tax Revenue: The existing council held 18 meetings with no resolution, causing great frustration for both residents and business owners. Our city’s sales tax revenue from the largest source (MV Mall) has declined and the council’s indecision has contributed to the success of the new “Point Mall” on Rosecrans in El Segundo.  Manhattan Beach residents now get all of the traffic (soon to be worse with the expansion of the Point Mall) but no sales tax benefit!

Unnecessary Spending: This council has spent nearly $3.7 million dollars on unnecessary outside consultants (including $1.3 million on the “Downtown Plan” study so far). An overpriced Economic Vitality Director position was added costing the city $161,000 and 12 new “non-public safety” administrative staff members have been added. Why do we need more administrative staff when City Hall closes every other Friday?

During my eight years on City Council (2005-2013), I focused on protecting our city and residents through a vigilant and fiscally responsible financial management program while promoting local small businesses, tourism and job creation. As part of the Finance committee, I helped guide Manhattan Beach through the worst financial crisis since the Great Depression. While other cities were declaring bankruptcy or laying off public safety staff, we cut expenses, retained all public safety staff, and maintained a perfect AAA credit rating. Shrewd management resulted in “zero net losses” in our investment portfolio and an increase in our bank reserves. No one on the current council has this financial experience.  

The residents of Manhattan Beach deserve an experienced council member who will speak up and say NO to unnecessary spending, NO to hiring more “city staff” and YES to a new Enhanced Revenue District proposal for city businesses. I will reveal details for the enhanced revenue proposal at a later date.
